I can’t believe the evil killer who raped and murdered my daughter will be moved to open prison, he could strike again
A RAPIST killer who stabbed his victim 60 times has been recommended to move to a cushy open prison.
Steven Ling killed 29-year-old Joanne Tulip in 1997, with Joanne’s mum, Doreen, saying she NEVER wants to see the beast freed.

According to MailOnline, Ling, now 47, has been recommended to move to an open prison by the Parole Board.
Ling, a farm worker, was also recommended for the move last year, but it was blocked by the former Justice Secretary, Robert Buckland, following Doreen Soulsby’s campaigning.
It comes just days after violent sex pest Paul Robson was on the run for FOUR days after escaping from Category D open prison HMP North Sea Camp near Boston, Lincs.
If Ling is moved, then Dominic Raab woulf personally take the decision – with the move by the Secretary of State for Justice decided in December, but only revealed as Robson was on the lose.
At the time of Ling’s depraved attack he had a sick sexual obsession with cutting skin.
He also made a statement about having sex with Joanne against her will, although the rape charge against him was dropped in favour of prosecuting the murder.

Joanne’s mum, Doreen, said: “It was a hugely violent sexual attack. He raped and murdered her by stabbing her multiple times as well as carving images on her body, including swastikas and crosses, and other sexual things which all ended up by him trying to set fire to her.”
Doreen explained sick Ling was profiled as a “piquerist,” someone who finds penetrating the skin with sharp objects a sexual turn-on.
She added: “I never want him released.”
The mum is campaigning for sex killers to be prosecuted for their sex crimes, as well as murders.
She said: “He has committed the worst sex offence with Joanne and if he gets out and is not a convicted sex offender nobody will know what he has done.”
